VAT Calculator for Indonesia (PPN)
Add or remove Indonesian PPN at the 11% effective rate — with a straight answer on the 12% question.
Indonesian value added tax is PPN — Pajak Pertambahan Nilai. This calculator opens with Indonesia selected so you can add PPN to a net rupiah amount or work it back out of a tax-inclusive total, then switch rate or country whenever you need to.
For most ordinary goods and services the tax you actually pay works out at 11% of the price. That is the number to use for everyday retail, services and business invoicing unless you know your supply is treated differently. Add 11% to a net figure to get the gross; divide a gross figure by 1.11 to recover the net and the tax.
The 12% question deserves a plain answer rather than a slogan. Indonesian law legislated an increase in the headline PPN rate to 12%, but the way it was implemented left the effective burden on most goods and services at 11% — the higher headline is applied to a reduced tax base for general supplies, so the arithmetic lands back on eleven percent, while the full 12% bites on luxury goods that are already subject to the luxury goods sales tax. In other words, "the rate is 12%" and "you pay 11%" can both be true depending on which number you mean, which is exactly why so many published summaries contradict each other.
How to calculate PPN in Indonesia
- Choose whether you are adding PPN to a net price or removing it from a tax-inclusive total.
- Enter the amount in rupiah.
- Leave the rate at 11% for ordinary goods and services — that is the effective rate for most supplies.
- Use 12% only where you have confirmed the full headline rate applies, such as luxury goods within the PPnBM scope.
- Read the net, the PPN and the gross together, and switch country in the selector if you are comparing markets.
The 11% effective rate and the 12% headline, explained honestly
Two different figures circulate because two different things are being described. The statutory headline rate was raised to 12%. To avoid the price shock that would have caused across the whole economy, the mechanism adopted for general goods and services applies that 12% to a reduced tax base rather than to the full transaction value, and the result is a tax charge equal to 11% of the price. Ordinary consumers and ordinary invoices therefore see eleven percent.
The full 12% is aimed at a narrow category — luxury goods that already fall within the luxury goods sales tax net. Anyone writing a contract, quoting a price or building a billing system should therefore ask which category the supply falls into rather than picking a headline number from a news article. When in doubt, calculate at 11%, state the rate explicitly on the document, and confirm the treatment with the Direktorat Jenderal Pajak.
Adding and removing PPN in rupiah
Adding is straightforward: multiply the net by 1.11. A net price of Rp 1,000,000 becomes Rp 1,110,000 with Rp 110,000 of PPN. Because rupiah amounts run to large numbers, it is worth watching the digits — a stray zero is a far more common error here than a misapplied rate.
Removing PPN from a tax-inclusive figure means dividing by 1.11, not subtracting 11%. Rp 1,110,000 inclusive is Rp 1,110,000 ÷ 1.11 = Rp 1,000,000 net. Subtracting eleven percent would give Rp 987,900 and misstate both the base and the tax. Indonesian retail prices are commonly quoted inclusive of PPN, so this backwards direction is the one you will use most.
PKP registration: who charges PPN
A business becomes a Pengusaha Kena Pajak — a taxable entrepreneur — and starts charging PPN once it crosses the turnover threshold set by the Ministry of Finance, or if it registers voluntarily before that point. Below the threshold a business does not charge PPN, but equally cannot credit the input tax it pays to suppliers, which is why some smaller companies opt in deliberately when their customers are themselves PKP.
Because the threshold figure has been revisited over the years and is expressed in rupiah, check the current amount with the DJP rather than relying on a number seen elsewhere. Foreign digital service providers selling to Indonesian consumers have their own appointment-based collection regime, which is a separate track from ordinary PKP registration.
e-Faktur: the electronic tax invoice
A PKP must issue a faktur pajak — a tax invoice — through the e-Faktur system, and it is the electronic invoice, not a receipt or a commercial invoice, that supports an input tax credit. Each faktur carries a serial number issued by the tax office, identifies both parties by their tax numbers, and states the tax base and the PPN separately.
The consequences of getting e-Faktur wrong are practical rather than theoretical: a defective, late or missing faktur pajak can cost the buyer the credit entirely, turning recoverable tax into a real cost. The system has been migrated into the DJP's wider tax administration platform in recent years, so if you are setting up billing in Indonesia, confirm the current filing route and invoice-numbering procedure with the tax office.
PPnBM: the separate luxury goods tax
Indonesia levies a second tax, Pajak Penjualan atas Barang Mewah (PPnBM), on designated luxury goods — categories such as certain motor vehicles and other high-end items. It is charged in addition to PPN, at rates that vary by product category, and it is imposed once in the supply chain rather than at every stage.
This matters for calculation because PPnBM sits in the base on which PPN is computed for the relevant goods, so a simple percentage of the shelf price will not reproduce the invoice. If your item is potentially within the luxury category, treat this calculator's output as the PPN component only, and check the applicable PPnBM rate for that category separately.
Zero-rated exports, exemptions and non-taxable supplies
Exports of goods, and specified exported services and intangibles, are zero-rated: no PPN is charged on the sale but the exporter can still credit input tax, which can produce a refund position. Certain supplies are instead exempt or fall outside the scope of PPN altogether, in which case related input tax is generally not creditable.
The distinction is easy to blur and expensive to get wrong, because it decides whether tax paid to your suppliers is recoverable or simply a cost. Lists of exempt and non-taxable goods and services are set out in the regulations and are periodically adjusted, so confirm the current treatment for your product with the DJP or an Indonesian tax adviser.
Common PPN mistakes, and the limits of this page
The mistakes cluster around the rate confusion described above: some systems were reconfigured to 12% for everything, some invoices quote 12% while charging 11%, and some contracts written during the transition are ambiguous about which figure the parties meant. Others are the usual suspects — subtracting instead of dividing to extract tax, and treating a PPN-inclusive retail price as if it were net.
Rates, thresholds and the treatment of individual goods change, and Indonesia has been actively reforming this area. Nothing here is tax advice: it is arithmetic on the rate you enter. Confirm the rate that applies to your transaction, your PKP status and your e-Faktur obligations with the Direktorat Jenderal Pajak or a qualified adviser. Frequently asked questions
What is the VAT rate in Indonesia?
For most goods and services the effective PPN rate is 11%. A 12% headline rate exists in law but, for general supplies, it is applied to a reduced base so the charge still works out at 11%; the full 12% is directed at luxury goods.
So is Indonesian VAT 11% or 12%?
Both figures are quoted for a reason. The statutory headline is 12%, but the effective rate on ordinary goods and services remained 11%. Calculate at 11% unless you have confirmed your supply falls in the luxury category.
How do I remove PPN from an inclusive price?
Divide by 1.11. An inclusive price of Rp 1,110,000 is Rp 1,000,000 net with Rp 110,000 of PPN. Subtracting 11% instead of dividing gives the wrong base.
What is e-Faktur?
Indonesia's electronic tax invoice system. A registered business (PKP) issues a faktur pajak through it, and that electronic invoice is what supports the buyer's input tax credit — a receipt alone will not do.
Who has to register for PPN?
Businesses that cross the turnover threshold set by the Ministry of Finance must register as a PKP, and smaller businesses may register voluntarily. Check the current threshold with the DJP, as it has been revised over time.
Is this tax advice?
No. It is a calculator that applies the rate you give it. PPN rates, thresholds and product treatment change, and luxury goods carry a separate PPnBM charge, so confirm your position with the Direktorat Jenderal Pajak.
